According to the Daily Press, "An estimated one to three inches of rain fell in parts of Norfolk and Portsmouth. Flooding caused lane closures on Interstate 264 in Norfolk." This photo is from a few minutes ago in downtown Norfolk. Not good.
UPDATE: Two cars stuck...hope they have good insurance!
