VPAP: Moon Outpsent Cook 6:1

VPAP just came out with final money numbers in the special election for Fairfax Board of Supervisors - Braddock District. According to VPAP, John Cook (R) was outspent by Ilryong Moon (D) $153,685-$25,422 (more than 6:1), but won anyway. Thoughts?
